Governance: The Third Seat Architecture & Sovereign Clearing

Architectural blueprint for the Third Seat constitutional model, bilateral mutual credit clearing, and municipal self-determination.

Sustainable governance requires separating informational measurement from moral authority. When computational networks handle neutral resource ledgers, human deliberation is liberated to focus exclusively on community welfare, ethics, and sovereign self-determination.

The Tripartite Model

The Third Seat sits beside the state and the firm. Same rules bind all three. Informational measurement is performed by neutral ledgers; moral authority remains with embodied human agents who can refuse a line that skipped the order.
