Discourse
What the third seat does to society.
If the third seat stays a room, society keeps the two old books and gains a third that only the willing enter. If the order became the rule for the state and the firm, the change would be in money, in the floor, and in what an office may do off the page. It would not be a new government.
A parallel room
This is the implication the thesis actually proposes. A union, a trade, or a credit room posts a basket, one fee, and a remainder. Offers become debts only when a person accepts them. Old federal debt and old firm paper stay on their own sheets. Private wealth is not titled to the treasury. Most people would not notice, except the members who can read the tape and refuse a rollover. The social effect is a worked example, not a reorganization.
Money, if the rule spread
Credit would stop clearing as cash. A bank deposit, a treasury bill, and a household promise would be three promises, each with a holder, a face, a discount, and a date. The posted unit would pay at the register. Everything else would trade at what a buyer will give, not at par. A crisis could no longer be met by a window opened after the fact. The base could still expand. It would have to be a line on the schedule before the money moved. Unpublished liquidity would stop being policy.
The floor
Survival is posted first, and it is fenced by no one. The claim is on surplus already named, not on a printer. In a year with a remainder, the basket is paid before a dividend, a new issue, or a wider budget. In a year with no surplus, the remainder is zero and the meter is not stretched. No one is quietly taxed by a larger base to fill the gap. No one is guaranteed the basket when the surplus is not there. A society under this rule would have a floor in good years and a recorded miss in bad ones.
Offices
The state keeps the tax and the crisis mint. The firm keeps credit and limited liability. What they lose is the exemption. A hidden loss is not a privilege. A friend rate is not a fee. An agent does not get a quieter rule than a person. Limited liability would survive. It would no longer be a place to park a loss off the page. A firm that lives on rollover at par would name a discount and a date, or stay on the old rail.
Persons
Acceptance is the only way onto the book. A refusal writes nothing. Private life stays off the tape. That is a gain in consent and in privacy. It is not a gain in power over the rule. The person can refuse a line. The person is not given a vote on the schedule. A posted order that no one can amend would be equal and still not self-governing. The reader is stronger. The citizen is not, unless the room later says who may change the mint.
Old debts
Nothing is inherited. A jubilee is not implied, and neither is a quiet assumption. Public debt stays public. Firm debt stays on the firm. A new stack beside them does not make the old stock smaller. It only refuses to let the new desert secure the old sheet. If the old rails kept running, there would be two prices for what used to be one money: legacy paper at a discount, the new book at the posted unit. Closing the old rails by decree would be a default. The thesis does not license that.
What it cannot do
The order can force a named surplus to be used before it is spent. It cannot invent the surplus. It cannot retire a debt with no cash behind the cancellation. It cannot raise the floor by stretching the meter. A society that wanted the basket in every year would still have to tax, save, or break the rule.
