The Third Seat: framework and implementation.
An opt-in bookkeeping rule of seniority and visibility. Not a new currency, not a coin, not a new office. The order is posted on a shared tape before money moves. Taken from the NotebookLM artifact, based on 8 sources, generated by AI from user-provided sources. This page does not mint.
They printed the money. We are keeping the book.

The three seats
The state, the firm, and the person stay. What changes is that none of them may skip the published sequence.
| Seat | Now | Under the rule |
|---|---|---|
| First Seat (The State) | Levy taxes, control legal tender, and expand the base in a crisis without a prior line. | One posted minting schedule. No private window. The floor stays senior. |
| Second Seat (The Firm) | Extend commercial credit, keep limited liability, and hold losses off the page. | Losses stay on the book. Credit does not clear at par. Discount and retire date are named. |
| Third Seat (The Person) | Passive acceptance of debasement, opaque fees, and unratified liabilities. | Read the tape. Refuse a line that skips the order. Same rules, no exemption. |
The nine-stage order
Floor → Mint → Issue → Tape → Charge → Agent → Thin → Desert → Retire
The floor is paid first from named surplus. It cannot be raided to service old debt. The mint has one posted schedule: a zero session stays zero. Issue is a promise, not cash at par, and carries a holder, a face, a live discount, and a retire date. The tape must show title, mint, lien, charge, and agent act before a claim binds. An unpublished institutional act is void. Private life stays off the page.
The charge is one named fee, posted before signature. No friend rate. The agent pays on the clock from titled surplus and refuses a second print or an unbacked rollover. A thin book stays wide. Desert is the named remainder, including zero, so untitled surplus cannot be absorbed by the next deficit. Retire is the only way a positive desert cancels named debt. It is not a ninth way to print.
A line dies in public. Accept writes three numbers: face, live discount, retire date. A miss keeps the charge and does not reissue the face. A rollover is a new issue, with a new accept and a new charge.
The sovereign book
The report sets the rule against the U.S. federal balance sheet and the long non-interest fiscal gap. Silent liquidity and unpar paper clearing at par are the practices the order refuses. Legacy deposits and conventional notes stay on legacy rails until they are retired against verified surplus, or exchanged at an agreed discount. They are not rewritten by decree.
How it starts
One quarter
A charter can post the order for one book: floor first, mint schedule public, credit unpar, tape before the claim.
Three to six years
Corporate books and parallel rails can adopt the same sequence without a new currency. Private credit carries its discount and its retire date.
One generation
Positive desert locks to debt cancellation before discretionary spend, a dividend, or a wider budget. A period with no surplus records a desert of zero. Synthetic capital is not invented to fill the gap.
