  1. 1. Floor. A basic basket, paid before bargaining over survival.
  2. 2. Mint. New units enter on a public schedule, not by a quiet stretch.
  3. 3. Issue. Anyone may name a credit. It does not spend as cash at the register.
  4. 4. Tape. If it cannot be shown, it is not policy.
  5. 5. Agents. Software may audit. It does not hold the mint.
