Discourse
The third seat and the liberal book.
The thesis is small on purpose. Reserve the floor, write the tape, then issue. The person is the third seat. The state may still tax and, in a crisis, expand the base. The firm may still issue credit and keep limited liability. Neither is closed. No office, and no person, gets a quieter rule. An offer is not a debt until someone accepts it. An unpublished act is not policy. Private life stays off the tape. It is not a new coin and not a new government.
That extends liberalism where liberalism was a rule about offices. It revises liberalism where liberalism became a way of running money.
Where it extends the liberal settlement
Liberal reorganization did not abolish the state or the firm. It put them under published rules and gave the person a standing an office could not quietly cancel. The third seat repeats that move one layer down, into the book.
- Consent. A line that skipped the order can be refused. A refusal writes nothing and pays nothing. Obligation follows acceptance, not announcement.
- Publicity. A secret law is not a law. Here a valid act that cannot be shown is not policy. The same rule binds the state, the firm, the software, and the person.
- Privacy. Five lines, or it is a story. Private life stays off the tape.
- Association. A room starts with nothing in the till. It is a charter, not a new sovereign.
Where it does not extend the liberal monetary order
The liberal state that actually governs learned to live on three permissions this order withdraws.
- Par. Licensed banks create deposits that spend like cash. In a crisis a facility makes the likeness good. Here credit is a promise, not cash at the register. Household, firm, and treasury may issue on the same rail. None of that paper is money at par.
- The private window. The base stretches when an office says the payments system requires it. Here there is one posted schedule. Crisis expansion is not forbidden. It has to be a line.
- Inherited public credit. The liberal fiscal state decided to honor the old stock. This book leaves that stock on the old sheet until cash cancels a line. The person may refuse a rollover that skipped Retire. That protects the new book. It does not reorganize the public debt.
The floor, taken and refused
The floor is the social-liberal proposal: survival is not priced at the door, a small basket comes first, fenced by no one. Classical liberalism left subsistence to wages, charity, and the poor law. This order takes the claim and refuses the usual funding. The basket is paid from surplus already named. A missed period does not stretch the meter. Desert is named, including zero, and is not spent as seed. A zero is recorded before a surplus is invented.
What it does not propose
Liberal reorganizations rewrote authority: representation, a separation of powers, a catalogue of rights, later an independent bank and a transfer state. The third seat offers no legislature and no suffrage. The person can refuse. The person is not given a vote on the schedule. Who posts the mint, and who amends it, is the liberal question left open. A posted rule that no one can revise is publicity without self-government.
The extension is the person, the published rule, consent, and equal standing with the office. The refusal is the habit of letting money, debt, and the floor be managed off the page. It reorganizes the book. It does not reorganize the polity.
