Complement to existing mechanisms

The framework can sit beside existing financial rails as a public check. Same order binds the state, the firm, and the person. Any mandate or issuance that cannot be shown on the tape (or that skips the floor) can be refused by the third seat. The refusal itself is a line.

Grassroots capital can carry immutable provenance: anyone may issue named credit on the same rails. The five tape lines make the origin and path of a claim visible without a privileged intermediary. The floor stays senior and is paid from surplus already named, so new claims do not quietly dilute the baseline.

It does not abolish taxes, legal tender, or existing clearing systems. It does not create capital by printing. Any new unit still comes from the posted schedule or is a named claim whose provenance is shown.

Implementation in a country

1. Publish the eight-step order and the current basket figure, source, and schedule on a single public page.
2. Keep the floor senior: fund a small posted basket from surplus already named. Pay it on a published clock. Do not finance it by issuing new units.
3. One mint schedule: any new units come only from one posted public schedule. No emergency or private window.
4. Same rails, visible credit: households, firms, and the treasury may issue named credit. Credit is not cash at par. Discount and risk charge are two posted numbers. Residual (including zero) is named to the issuer.
5. Third-seat refusal: any person can refuse a line that skipped the order. The refusal is a public line. No office gets a quieter standard.
6. Start small: one jurisdiction, one public program, or one voluntary association. Expand only after the tape is regularly shown and the floor is paid on time.

Existing mechanisms continue. A public check is added: if an act cannot be shown under the order, it is not treated as policy. Floor stays senior. Same rules bind the state, the firm, and the person.
